RECOMMENDATIONS
"Young Adults & Beyond ...
towards a secure & stable future"
I. General Recommendations
1.
Awareness and
familiarization of Shariah and civil rights.
2. Endorsement and incorporation of care, rehabilitation and employment services in the National Development Plan of the General Directorate of Youth Care, and development of vocational training programs that meet the demands of the employment market.
3. Establishment of a centralized office comprising representatives from the ministries of Health, Social Affairs and Special Education, and the General Directorate of Youth Care to facilitate the delivery of comprehensive services.
4. To facilitate during the Transition Period:
i. Encourage specialized centers to raise their age limit to 21 years of age.
ii.
Establishment of Sheltered Workshops for females and males under the joint supervision of the Ministries of Health and Social Affairs and the General Directorate of Youth Care.
iii. Establishment of Community Living Units (not isolated).
5. Evolvement of current specialized day care centers to provide services to persons with severe disabilities.
6. Reinforcement of the already existing Bylaw on City Adaptation for persons with disabilities.
7. Enhancement of the support of governmental medical care services to include provision of necessary medical equipment in hospitals.
8. Allocation of a share of the profit of medical insurance companies to cover for medical healthcare that is not covered by the government's current Social Insurance Scheme.
9. Establishment of daytime combined wellness programs/facilities under the supervision of the Ministry of Health to cover all aspects of the lives of adults with mental disabilities and their families, i.e. addressing psychological issues such as depression, obesity, anxiety, etc; skills training and development; medical healthcare; nutrition; physical education, sports and training; relaxation and leisure; etc…
10. Establishment of an internet portal (database) that provides comprehensive information related to mental disability (services, facilities, equipment, etc…).
11. Establishment of
statistical bureaus that publish regular statistics/studies and census records
and results on issues related to mental disability, e.g. population rate;
births/mortality rates; syndromes; etc.
12. Establishment of a committee in the Ministry of Information to review and oversee all material related to mental disability to ensure its compatibility with reality, as a reliable source of information and awareness of society at large
II. Recommendations by Parents/Guardians of Adults with Mental Disabilities
:
1. Issuance of an identification card specifically for adults with mental disabilities to facilitate access to services available, e.g. in hospitals, malls, recreation establishments, etc.
2. Establishment of bureaus to assist in matters related to recruitment and employment.
3. Formation of a Siblings Committee to encourage communication through regular meetings to discuss general and personal matters.
III. Recommendations by Young Adults with Mental Disabilities
:
1. Demand their Shariah and civil right to marry – like non-disabled adults – and establishment of a charitable organization to assist.
2. Demand the establishment of an “adapted” Public Transportation System to ensure the mobility of persons with mental disabilities.
